Board of educationA board of education or a school board or school committee is the title of the board of directors of a local school district. This elected council helps determine educational policy in a small regional area, such as a city, state, or province. It usually shares power with a larger institution, such as the government's department of education. The name of the board is also often used to refer to the school system under the board's control.
In the United States
The leadership of a school district, and generally the statewide organization responsible for the oversight of such local boards as well, is styled as the "XYZ Board of Education."
Boards of education are usually elected by residents of the school district but may also be appointed by mayors or other executives of jurisdictions such as cities or counties whose jurisdictions may be coextensive with that of the school district. There may also be circumstances where nonresident property owners whose property taxes can be affected by a levy enacted by the school board may have a right to vote in school board elections as well. State boards of education are generally appointed by the governor but are elected by popular vote in a few states.
The size and authority of boards of education varies widely. In some districts they have the authority to set and levy tax rates; in others they may have only the authority to recommend such to a legislative body or executive. Most boards have between five and fifteen members. In some districts, especially small rural ones, they may approve the hiring and dismissal of every teacher; more typically they are responsible only for overall policies and procedures and leave the day-to-day operation of the district to a professional educator, who is generally referred to by the title of superintendent of schools or director of schools. In rural and suburban districts in particular, there are often discussions about the abilities and powers of individual board members and what rights that they have (if any) to observe and comment on individual schools or classes. A consensus has been reached in many districts in recent years that board members have only "collective" authority when meeting and acting as a board and should generally not be involved as individuals in attempting to run schools directly.
Particularly in rural areas, the board of education of a county-wide school district may be the area's largest employer and thus the board may be subject to political considerations that may be lessened or lacking in other circumstances.
Compensation for board members varies from none at all in districts where members serve on a volunteer basis to jurisdictions where the position is considered to be a major part-time job and may pay thousands of dollars per annum. State Board of Education members in most states are reimbursed for their travel expenses in conjunction with meetings, although this also varies on a state-by-state basis.

Board of directors
A board of directors, also called board of trustees, board of governors, board of managers, or board of curators, is a group of individuals who govern the affairs of a corporation. Board members in most legal jurisdictions have specific fiduciary duties whereby they must act for the benefit of the corporation. A board is either self-perpetuating or elected by the members of the corporation. In the case of an incorporated joint-stock company, the board is almost always elected by the members (shareholders) of the company. Individuals can be members of the board of directors of multiple corporations at one time.
The main duties of the board are to choose the chief executive officer and other officers to run the day-to-day operations of the corporation and to exercise high-level oversight. Typically corporate boards are involved in issues of ownership, strategy, financing, and mergers and acquisitions.
The actual power held by the board of directors varies widely from corporation to corporation. In some, the board of directors form a powerful body to which senior management is subservient. Other times, the board is a formality which merely rubber stamps decisions of the CEO and senior management.
The board is run by the chairman of the board. Often the CEO serves concurrently as the chairman. Some hold that this is inappropriate in a publicly-traded joint-stock company, for, they contend, it gives management too much power over the board, which is supposed to provide oversight of management.
Larger boards are partitioned into several committees with specific tasks. For example, a compensation committee is commonly formed to make decisions regarding salary and stock allocations for top management (and sometimes for the entire employee pool). Others might include an audit committee, a legal affairs committee, and a mergers and acquisitions committee.
A board will often consist of executive and non-executive directors. Executive directors play an active part in running the company, while non-executive directors are only there to offer advice.
It is widely considered good management practice to create a board of directors with persons with expertise from diverse backgrounds and to have outside directors or non-executive directors who can provide a perspective on a situation which is independent from management. For example it is extremely common for a good percentage of the boards of most large corporations to be from academia, especially business schools. Sometimes relatives of powerful politicians are selected to serve on boards, such as when Hillary Clinton served on the board at Arkansas-based Wal-Mart while her husband, Bill, was Governor of Arkansas.
Failures
While the primary responsibility of boards is to ensure that the corporation's management is performing its job correctly, actually achieving this in practice can be difficult. In a number of "corporate scandals" of the 1990s, one notable feature revealed in subsequent investigations is that boards were not aware of the activities of the managers that they hired, and the true financial state of the corporation. A number of factors may be involved in this tendency:
- Most boards largely rely on management to report information to them, thus allowing management to place the desired 'spin' on information, or even conceal or lie about the true state of a company.
- Boards of directors are part-time bodies, whose members meet only occasionally and may not know each other particularly well. This unfamiliarity can make it difficult for board members to question management.
- CEOs tend to be rather forceful personalities. In some cases, CEOs are accused of exercising too much influence over the company's board.
- Directors may not have the time or the skills required to understand the details of corporate business, allowing management to obscure problems.
- The same directors who appointed the present CEO oversee their performance. This makes it difficult for some directors to dispassionately evaluate the CEO's performance.
- Directors often feel that a judgement of a manager, particularly one who has performed well in the past, should be respected. This can be quite legitimate, but poses problems if the manager's judgement is indeed flawed.
- All of the above may contribute to a culture of "not rocking the boat" at board meetings.
Because of this, the role of boards in corporate governance, and how to improve their oversight capability, has been examined carefully in recent years, and new legislation in a number of jurisdictions, and an increased focus on the topic by boards themselves, has seen changes implemented to try and improve their performance.
Sarbanes-Oxley Act
The Sarbanes-Oxley Act (SOX) has introduced new standards of accountability on the board of directors. Members now risk large fines and prison sentences in the case of accounting crimes. Internal controls are now the direct responsibility of directors. This means that the vast majority of public companies now have hired internal auditors to ensure that the company adheres to the highest standards of internal controls. Additionally, these internal auditors are required by law to report directly to the audit board. This group consists of board of directors members where more than half of the members are outside the company and one of those members outside the company is an accounting expert.

School districtSchool districts are a form of special-purpose district in the United States (amongst some other places) which serves to operate the local public primary and secondary schools.
Public education in many communities in the USA has been made the function of a school district serving one or more towns. A school district is a unique body corporate and politic, usually with Districts being coequal to that of a city or a county, and has similar powers including taxation and eminent domain. Its legislative body, elected by direct popular vote, is called a school board, board of trustees, or school committee, and this body appoints a superintendent, usually a highly qualified teacher, to function as the district's chief executive for carrying out day-to-day decisions and policy implementations. The school board on occasion may also exercise a token judiciary function in serious employee or student discipline matters.
Not all school systems constitute school districts as distinct bodies corporate. In some states, such as Maryland, all school systems are subordinate to state or local governments. Other states, such as New York, have both independent school districts and school systems that are subordinate to cities.
In the 2002 Census of Governments, the United States Census Bureau enumerated the following numbers of school systems in the United States:
- 13,506 school district governments
- 178 state-dependent school systems
- 1,330 local-dependent school systems
- 1,196 education service agencies (agencies providing support services to public school systems)
The functioning of a school district can be a key influence and concern in local politics. A well run district with safe and clean schools, graduating enough students to good universities, can enhance the value of housing in its area, and thus increase the amount of tax revenue available to carry out its operations. Conversely, a poorly-run district may cause growth in the area to be far less than surrounding areas, or even a decline in population.
In addition to the various schools it operates and the various support facilities they require for their operation, such as school bus yards, laundries, warehouses, and kitchens, some very large school districts operate medical clinics, television stations (many of which are official PBS affiliates for their respective markets), and fully functioning campus police departments. Additionally it is not unusual to find public libraries or recreation programs operated by a school system.
In Virginia, school districts are called school divisions because funding for education comes through the city or county government that the school division is located in.
International comparisons
While a number of other countries have school districts, they often vary drastically from the US model. Often other jurisdictions will have autonomous districts (or equivelent) authorities to represent various groups seeking autonomy, such as linguistic groups, or religious groups. The U.S. school districts, which tend to be based largely on geographical divisions, generally avoid this, as English is such a dominant language, and religion is largely excluded from public education. In much of the world, religious (confessional), linguistic, and other divisions, are a signficant factor in organizing school districts or equivilent authorities.

U.S. state
A U.S. state is any one of the fifty states (four of which officially favor the term commonwealth) which, together with the District of Columbia and Palmyra Atoll (an uninhabited incorporated unorganized territory), form the United States of America. The separate state governments and the U.S. federal government share sovereignty, in that an "American" is a citizen both of the federal entity and of his or her state of residence.
The United States Constitution allocates power between the two levels of government in general terms; the general idea is that by ratifying the Constitution, each state has transferred certain aspects of its sovereign powers to the federal government while retaining the remainder for itself. The tasks of education, health, transportation, and other infrastructure are generally the responsibility of the states.
Over time, the Constitution has been amended, and the interpretation and application of its provisions have changed. The general tendency has been toward centralization, with the federal government playing a much larger role than it once did.
Legal relationship
At the time of the Declaration of Independence from Great Britain in 1776, the 13 colonies became 13 independently sovereign states, which became fourteen in 1777 with the formation of the Vermont Republic; for a brief period, they were in effect legally separate nations. But upon the adoption of the Articles of Confederation and Perpetual Union, the states became a single sovereign political entity as defined by international law, empowered to levy war and to conduct international relations, albeit with a very loosely structured and inefficient central government. After the failure of the union under the Articles of Confederation, the thirteen states joined the modern union via ratification of the United States Constitution, beginning in 1789.
Under Article IV of the Constitution, which outlines the relationship between the states, the Congress has the power to admit new states to the union. The states are required to give "full faith and credit" to the acts of each other's legislatures and courts, which is generally held to include the recognition of legal contracts, marriages, criminal judgments, and - at the time - slave status. The states are guaranteed military and civil defense by the federal government, which is also required to ensure that the government of each state remains a republic.
The Constitution is silent on the issue of the secession of a state from the union. The Articles of Confederation had stated that the earlier union of the colonies "shall be perpetual", and the preamble to the Constitution states that Constitution was intended to "form a more perfect union". In 1860 and 1861, several states attempted to secede, but were brought back into the Union by force of arms during the Civil War. Subsequently, the federal judicial system, in the case of Texas v. White, established that states do not have the right to secede without the consent of the other states.
- Four of the states bear the formal title of Commonwealth: Kentucky, Massachusetts, Pennsylvania, and Virginia. In these cases, this is merely a name and has no legal effect. However, the United States has non-state areas called commonwealths (Puerto Rico and the Northern Marianas) which do have a legal status different from the states.
- States are free to organize their judicial systems differently from the federal judiciary, as long as due process is protected. See state supreme court for more information. For example, most lawsuits in the state of New York are filed in the Supreme Court, and then appealed to the Appellate Division of the Supreme Court. The highest court in New York is the Court of Appeals.
- The joint resolution which admitted the Republic of Texas to the Union as a state guaranteed Texas the right to divide itself up into up to 5 states. This clause may be redundant, however, as any such state would arguably require Congressional approval, just as when Maine was split off from Massachusetts; it may also be unconstitutional, as reducing the equal suffrage of the other states in the United States Senate.

State names speak to the circumstances of their creation. (See the lists of U.S. state name etymologies and U.S. county name etymologies for more detail.)
- Southern states on the Atlantic coast originated as British colonies named after British monarchs: Georgia, the Carolinas, Virginia, and Maryland. Some northeastern states, also former British colonies, take their names from places in the British Isles: New Hampshire, New Jersey, New York.
- Many states' names are those of Native American tribes or are from Native American languages: Kansas, Massachusetts, Hawaii, Connecticut, Missouri, Iowa, Wisconsin, Illinois, Minnesota, the Dakotas, Mississippi, Texas, Utah, and others.
- Because they are on territories previously controlled by Spain or Mexico, many states in the southeast and southwest have Spanish names. They include Colorado, New Mexico, Florida, and Nevada.
- Because it was previously a French colony, Louisiana is named after the Louis XIV (King of France at the time).
- The origins of the names of California, Oregon, Idaho, and Rhode Island are unknown, although various theories exist.

Names
- "Georgia" can refer to either a U.S. state or to an independent country in the Caucasus.
- The name "New York" can refer to any one of three geographical levels: a state, a city in that state, or a county (coterminous with the borough of Manhattan) in that city.
- "Washington" is a state, a city corresponding to the District of Columbia (and thus not part of any state), and a number of cities and counties in various states. See the list of places named for George Washington.
- The state of Washington is the only state named after a U.S. President (or after a person born within the area now comprising the U.S., for that matter).
- The official name of Rhode Island is "the State of Rhode Island and Providence Plantations."
- Only two states have state capitals named for the state (however, such name-sharing occurs commonly with states and provinces in some other countries, where the state or province actually often takes its name from a capital city): Oklahoma, with capital Oklahoma City, and Indiana, with capital Indianapolis (which means Indiana City). Iowa City, Iowa was the first state capital of Iowa but the capital was later moved to Des Moines, Iowa.
- Maine is the only state with a one-syllable name.
Geography
- Colorado and Wyoming are bounded by two circles of latitude and two meridians each, i.e. they appear to be rectangles in a cylindrical map projection.
- Colorado, Utah, and Wyoming are the only states whose borders are made up of only straight lines (taking meridians and circles of latitude as straight lines) and, thus, the only states whose borders completely ignore natural features.
- Every state—except Hawaii, which has no land boundaries—has straight lines as at least part of its boundaries. These are usually combined with rivers (see river borders of U.S. states), ridge lines and other natural boundaries. Pennsylvania and Delaware are unique in that their common border is an arc of a circle, see The Twelve-Mile Circle.
- The lower peninsula of Michigan is shaped like a mitten; Louisiana is shaped like a boot.
- Alaska, Florida, Idaho, Maryland, Nebraska, Oklahoma, Texas and West Virginia have panhandles.
- Alabama, Missouri, New Mexico and Mississippi have bootheels.
- Alaska and Hawaii are the only states that are not physically connected to other states; Maine is the only state that borders only one other state. Missouri and Tennessee each border eight other states, the most for any state.
- Arizona, New Mexico, Colorado, and Utah are the only four states to share a common border, known as the "Four Corners."
- Appearances given by the stereographic projection to the contrary, Minnesota is the northernmost of the forty-eight contiguous United States, as a northern spur of the state contains a portion of Lake of the Woods. At one time it was thought that Lake of the Woods contained the headwaters of the Mississippi River (now known to be at Lake Itasca).
- Alaska is the northernmost state and the westernmost state. Some would argue that it is also the easternmost state, as the Aleutian island chain crosses the 180º line of longitude.

Province is a name for a subnational entity that is a secondary level of government in most countries. In some countries an alternative term is used, such as state (in Australia, India and the United States), prefecture (in Japan), län (in Sweden), or region (in France and in Italy where provincia is a tertiary form of government, akin to a county). Various parts of the British Empire had the title of Province such as the Province of Canada and the Province of South Australia (to distinguish it from the penal 'colonies' elsewhere in Australia). In Germany and Austria, the same sense of historical and cultural unity on a less-than-national scale is expressed as Land, the common name for states of Germany and states of Austria.
In many federations (particularly those that are in fact confederations), the province or state is not clearly subordinate to the national or "central" government. Rather, it is considered to be sovereign in regard to its particular set of constitutional functions. The central and provincial governmental functions, or areas of jurisdiction, are identified in a constitution. Those that are not specifically identified in the constitution are called "residual powers". These residual powers lie at the provincial (or state) level in a decentralised federal system (such as the United States and Australia) whereas in a centralised federal system they are retained at the federal level (as in Canada). Nevertheless, some of the enumerated powers can also be very significant. For example, Canadian provinces are sovereign in regard to such important matters as law and order, property, civil rights, education, social welfare, medical services and even taxation.
The evolution of federations has created an inevitable tug-of-war between concepts of federal supremacy versus "states' rights". The historic division of responsibility in federal constitutions is inevitably subject to multiple overlaps. For example, when central governments, responsible for "foreign affairs", enter into international agreements in areas where the state or province is sovereign, such as the environment or health standards, agreements made at the national level can create jurisdictional overlap and conflicting laws. This overlap creates the potential for internal disputes that lead to constitutional amendments and judicial decisions that significantly change the balance of powers.
The word provincia was introduced by the Romans, who divided their empire into provinciae. The word is thought to have originated from the Latin word provincia (zone of influence), which is turn is thought to have derived from pro ("in front") and vincia ("linked").
In France, the expression en province still tends to mean "outside of the region of Paris". (The same expression is used in Peru, where en provincias means "outside of the city of Lima".) Prior to the French Revolution, France consisted of various governments (such as Ile-de-France, built around the early Capetian royal demesne) some of which were considered as provinces, although the term would be used colloquially to describes lands as small as a manor (châtellenie). Mostly, the Grands Gouvernements, generally former medieval feudal principalities (or agglomerates of such), were the most commonly referred to as provinces. Today, the expression is sometimes replaced with en région, as that term is now officially used for the secondary level of government.
In historical terms, Fernand Braudel has depicted the European provinces—built up of numerous small regions called by the French pays or by the Swiss cantons, each with a local cultural identity and focused upon a market town—as the political unit of optimum size in pre-industrial Early Modern Europe and asks, "was the province not its inhabitants' true 'fatherland'?" (The Perspective of the World 1984, p. 284) Even centrally organized France, an early nation-state, could collapse into autonomous provincial worlds under pressure, such as the sustained crisis of the Wars of Religion, 1562—1598.
For 19th and 20th-century historians, "centralized government" had been taken as a symptom of modernity and political maturity in the rise of Europe. Then, in the late 20th century, as a European Union drew the nation-states closer together, centripetal forces seemed to be moving towards a more flexible system composed of more localized, provincial governing entities under the European umbrella. Spain after Franco is a State of Autonomies, formally unitary, but in fact functioning as a federation of Autonomous Communities, each one with different powers. (see Politics of Spain). While Serbia, the rump of the former Yugoslavia, fought the separatists in the province of Kosovo, at the same time the UK, under the political principle of "devolution" established local parliaments in Scotland, Wales and Northern Ireland (1998). Strong local nationalisms surfaced or developed in Cornwall, Languedoc, Catalonia, Lombardy, Corsica and Flanders, and east of Europe in Abkhasia, Chechnya and Kurdistan.
Current provinces
Not all "second-level" polities are termed provinces. In Arab countries the secondary level of government, called a muhfazah, is usually translated as a governorate. This term is also used for the historic Russian guberniyas. Compare oblast. In Poland, the equivalent of province is województwo, often translated as voivodeship.
In Peru, provinces are a tertiary unit of government, as the country is divided into twenty-five regions, which are then subdivided into 194 provinces.
There are also provinces in New Zealand, but the country is not seen as a "federal" country. However, the provinces do have a few duties like collecting rates and each province has its own Health Board and District Prisons Board.
Some provinces are as large and populous as nations. The most populous province is Henan, China, pop. 93,000,000. Also very populous are several other Chinese provinces, as well as Punjab, Pakistan, pop. 85,000,000.
The largest provinces by area are Xinjiang, China (1,600,000 sq. km) and Quebec, Canada (1,500,000 sq. km).
The term governorate is widely used in Arab countries to describe an administrative unit; it translates the Arabic word muhafazah. Some governorates combine more than one wilaya; others closely follow traditional boundaries inherited from the Ottoman Empire's vilayet system.

MayorA mayor (from the Latin maīor, meaning "larger","greater") is the politician who serves as chief executive official of some types of municipalities. Worldwide, there is a wide variance in local laws and customs as to the powers and responsibilities of a mayor, as well as the means of becoming mayor.
The French form of the word is maire. In Germany and the Low Countries the chief town magistrate is called "burgomaster" (G. Bürgermeister, Du. burgemeester; French-speaking parts of Belgium use bourgmestre), in Italy sindaco, in Bohemia starosta and in Spain alcalde, a term derived from a Moorish post.
In the United States, mayors are usually elected by the citizens of a locality for a fixed term. They generally share power with a local legislative body, such as a city council. Mayors may also function as the head of the city council, sometimes elected as mayor by the council rather the citizens, while day-to-day operations of the city are delegated to a professional city manager.
In Salt Lake County in the U.S. state of Utah there is a county mayor. Additionally, the chief executives of all counties in Tennessee and Hawaii are referred to as "mayors". However, these persons are elected, not appointed, to that office.
In Canada mayors are usually elected at large by the citizens of a municipality for a fixed term. In most provinces, the Mayor operates under a weak-mayor system in which the Mayor sits as a member of the municipal council. In such systems, the Mayor has one vote, in common with all other members of Council and no executive powers. In rural municipalities, the head of Council may have the title reeve as opposed to mayor.
In several other countries, mayors are often appointed by some branch of the federal or regional government. In some cities, subdivisions such as arrondissements or boroughs may have their own mayors; this is the case, for example, with Paris and Mexico City.
In the United Kingdom, the office of Mayor has long been ceremonial. Directly-elected mayors with executive powers were introduced in some areas from 2000. In London, the ceremonial Lord Mayor of London, representing the City of London, should be distinguished from the elected Mayor of London who is responsible for the whole of Greater London. Thirty cities in the United Kingdom have Lord Mayors (or Lord Provosts in Scotland).
In Finland, there are no mayors, although plans have been floated to institute the office in Tampere. The highest executive official is not democratically elected, but appointed to a public office by the city council, and is called simply kaupunginjohtaja "city manager" or kunnanjohtaja "municipal manager", depending on whether the municipality feels like calling itself a city. The term pormestari "mayor", from Swedish borgmästare "master of the castle" confusingly refers to the highest official in the registry office, not the city manager. In addition, pormestari is also a title, which may be given for distinguished service in the post of the city manager. The city manager of Helsinki is called ylipormestari, which translates to "Chief Mayor", for historical reasons.
History
In spite of its etymology, "mayor" was not a Roman office. It came into use in the large entourages that followed the barbarian leaders who succeeded to the power of the Emperor of the West. The male officer who governed a king or duke's peripatetic household was the major domus, the "major domo". In the households of the Merovingian Frankish kings, the major domus, or praefectus palatii ("prefect of the palace"), gained such power that, in the person of Pippin of Herstal, he ended by evicting his master. He was the "mayor of the palace".

A city is an urban area that is differentiated from a town, village, or hamlet by size, population density, importance, or legal status.
Introduction
In most parts of the world, cities are generally substantial and nearly always have an urban core, but in the United States many incorporated areas which have a very modest population, or a suburban or even mostly rural character, are designated as cities. City can also be a synonym for "downtown" or a "city centre".
A city usually consists of residential, industrial and business areas together with administrative functions which may relate to a wider geographical area. A large share of a city's area is primarily taken up by housing, which is then supported by infrastructure such roads, streets and often public transport routes such as a subway or a metro rail system. Lakes and rivers may be the only undeveloped areas within the city. The study of cities is covered extensively in human geography.

The difference between towns and cities
The difference between towns and cities is differently understood in different parts of the English speaking world. There is no one standard international definition of a city: the term may be used either for a town possessing city status; for an urban locality exceeding an arbitrary population size; for a town dominating other towns with particular regional economic or administrative significance. Although city can refer to an agglomeration including suburban and satellite areas, the term is not appropriate for a conurbation (cluster) of distinct urban places, nor for a wider metropolitan area including more than one city, each acting as a focus for parts of the area.
In the United Kingdom, a city is a town which has been known as a city since time immemorial, or which has received city status by royal charter — which is normally granted on the basis of size, importance or royal connection (traditional pointers have been whether the town has a cathedral or a university). Some cathedral cities, for example St. David's in Wales, are quite small, and may not be known as cities in common parlance. (See the City status in the United Kingdom.) A similar system existed in the medieval Low Countries where a landlord would grant settlements certain privileges (city rights) that settlements without city rights didn't have. This include the privilege to put up city walls, hold markets or set up a judicial court.
In Australia and New Zealand, city is used to refer both to units of local government, and as a synonym for urban area. For instance the [http://www.southperth.wa.gov.au City of South Perth] is part of the urban area known as Perth, commonly described as a city. On the other hand, Gisborne in New Zealand is known as the first city to see the sun, despite being administered by a district council, not a city council.
An interesting phenomenon in American English is the generalisation of the term city to all settlements. Britons may be bemused by forms with fields headed, not Town and Postal code, but City and ZIP, even though the person needing to fill it in could be living in a city, a town without city status, or even a village or hamlet.
In turn, many Americans often talk of "City Halls" when referring to town halls in quite small European towns and villages.
Strangely, even though Americans are well aware that "village" means something smaller than a town, the word has often been co-opted by enterprising developers to make their projects sound welcoming and friendly. The result are so-called villages with 20 and 30-story high-rises, like Westwood Village in Los Angeles.

The geographies of cities, both physical and human, are diverse. Often cities will either be coastal and have a harbour or be situated near a river giving economic advantage. Water transports on rivers and oceans were (and in most cases still are) cheaper and more efficient than road transport over long distances.
Older European cities often have historically intact central areas where the streets are jumbled together, seemingly without a structural plan. This quality is a legacy of earlier unplanned or organic development, and is often perceived by today's tourists to be picturesque.
Modern city planning has seen many different schemes for how a city should look. The most commonly seen pattern is the grid, almost a rule in parts of the United States, and used for thousands of years in China. Derry was the first ever planned city in Ireland, begun in 1613, with the walls being completed 5 years later in 1618. The central diamond within a walled city with four gates was thought to be a good design for defence. The grid pattern chosen was subsequently much copied in the colonies of British North America [http://worldfacts.us/UK-Londonderry.htm]. However, the grid has been used for a long time in history. The Greeks gave their colonies around the Mediterranian often with a grid. One of the best examples around is the city of Priene. This city even had it's different districts. Much like modern city planning today. Also in de Medival times we see a preference for lineair planning. Good examples are the cities establish in the south of France by various rulers. And city expantions in old Dutch and Flanders cities.
Other forms may include a radial structure in which main roads converge on a central point, often the effect of successive growth over long time with concentric traces of town walls and citadels - recently supplemented by ring-roads that take traffic around the edge of a town. Many Dutch cities are structured that way: a central square surrounded by a concentric canals. Every city expansion would imply a new circle (canals + town walls). In cities like Amsterdam and Haarlem this pattern is still clearly visible.
History of cities
Towns and cities have a long history, although opinions vary on whether any particular ancient settlement can be considered to be a city. The first true towns are sometimes considered to be large settlements where the inhabitants were no longer simply farmers of the surrounding area, but began to take on specialized occupations, and where to trade, food storage and power was centralized. Societies that live in cities are often called civilizations.
By this definition, the first towns we know of were located in Mesopotamia, such as Ur, and along the Nile, the Indus Valley Civilization and China. Before this time it was rare for settlements to reach significant size, although there were exceptions such as Jericho, Çatalhöyük and Mehrgarh.
The growth of ancient and medieval empires led to ever greater capital cities and seats of provincial administration, with ancient Rome, its eastern successor Constantinople and successive Chinese and later Indian capitals approaching or exceeding the half-million population level. It is estimated that ancient Rome population exceeded one million people by the end of the last century BCE, which is considered the only city to reach that number until the Industrial Revolution, however, Alexandria population was close to one million at the same time. Similar large administrative, commercial, industrial and ceremonial centres emerged in other areas, though on a smaller scale.
During the European Middle Ages, a town was as much a political entity as a collection of houses. City residence brought freedom from customary rural obligations to lord and community: "Stadtluft macht frei" ("City air makes you free") was a saying in Germany. In Continental Europe cities with a legislature of their own wasn't unheard of, the laws for towns as a rule other than for the countryside, the lord of a town often being another than for surrounding land. In the Holy Roman Empire (i.e. medieval Germany and Italy) some cities had no other lord than the emperor.
In exceptional cases like Venice, Genoa or Lübeck, cities themselves became powerful states, sometimes taking surrounding areas under their control or establishing extensive maritime empires. Similar phenomena existed elsewhere, as in the case of Sakai, which enjoyed a considerable autonomy in late medieval Japan.
Most towns remained far smaller places, so that in 1500 only some two dozen places in the world contained more than 100,000 inhabitants: as late as 1700 there were fewer than forty, a figure which would rise thereafter to 300 in 1900. A small city of the early modern period might contain as few as 10,000 inhabitants, a town far fewer still.
While the city-states, or poleis, of the Mediterranean and Baltic Sea languished from the 16th century, Europe's larger capitals benefited from the growth of commerce following the emergence of an Atlantic economy fuelled by the silver of Peru. By the 18th century, London and Paris rivalled the well-developed regionally-traditional capital cities of Baghdad, Beijing, Istanbul, Kyoto and Venice.
The growth of modern industry from the late 18th century onward led to massive urbanization and the rise of new great cities, first in Europe and then in other regions, as new opportunities brought huge numbers of migrants from rural communities into urban areas. In the Great Depression of the 1930s cities were hard hit by unemployment, especially those with a base in heavy industry. Today the world's population is about half urban, with millions still streaming annually into the growing cities of Asia, Africa and Latin America.
Modern conceptions
Traditional approach
A universal linear approach to cities has been in place and accepted for a long time. As this approach falls short of explaining a number of aspects of city life, such as the diversity between cities, new ways have been sought. Influenced by post-structuralist thinking a new approach was born: using spatial thinking it is possible to not only fill the gaps, but indeed replace the old completely.
Three characteristics have been identified as defining a city: the number of people to area (density), the networks of the city, as well as a particular way of life. None of these characteristics alone is enough to make a place a city.
Until recently cities were almost exclusively viewed as part of a single, linear line of development. Starting with the Greek city-state, this linear approach placed each city somewhere, and it was believed that it was only a matter of time until the next stage along the prescript path of advancement was reached. For each stage an exemplar was identified. Step by step from Athens onwards to Venice and London, Los Angeles seemed to be the ultimate stage of a postmodern city. Such an approach regarded a city as a single static entity, which could be studied disconnected in time and space. This leads to a theoretical framework with little connection to real cities, but these were simply seen as less clear examples. In spite of apparent shortcomings, this approach is still very commonplace in respected and popular publications.
Shortcomings
Despite its wide acceptance this traditional approach to cities had serious shortcomings. Firstly, leaving the latest stage aside, it was completely eurocentric. It was believed that every city in the world could be compared with a past stage in the history of one European city. Secondly, there was no real explanation when and how changes occurred, how another stage in the line of development was achieved. There seemed no need to follow the changes of one city, but instead attention was turned to another exemplar. Thirdly, the disconnected view of cities is problematic. It implies that history, culture and connections of a place do not influence a place, which is questionable. Some thinkers argue that a history ignoring connections is necessary incomplete. Fourthly, the traditional approach failed to define what makes a city. It is unclear why one place is regarded as a city while another one is not. Lewis Mumford argued in 1937 for a social dimension, describing cities as geographical plexuses. Finally, viewing cities as a single body misses modern conceptions that there is more than one story to a place. The city of an aristocrat will surely differ from that of a slave. This also reflects a shift away from one single history of the powerful élites (often referred to as city élites) to a multidimensional perception of history. The notion of city rhythms has been introduced to highlight the different aspects of city life...
The term city can be used to mean either an area of contiguous urbanization or a particular municipality (an [http://www.demographia.com/db-world-muni.htm area within the political borders of an incorporated municipality]). There is a substantial variation in municipalities around the world. The largest municipality, Chongqing, is approximately the same size as the state of Indiana and contains much more rural territory than continuous urbanization. In most cases, however, the continuous urbanization popularly thought of as the city extends well beyond the boundaries of the core incorporated city.
Modern approach
As a modern approach to cities, urban thinking analyzes various issues that arise in urban areas. It focuses largely upon connections and internal divisions which helps create a better understanding of the dynamics of cities. Using such spatial thinking, it is possible to understand various aspects for which the traditional approach did not provide an adequate explanation.
One important aspect of spatial thinking is looking at the connections of a city. Such connections allow one to understand the unique character of a place. Rather than treating all cities the same, places are seen as interconnected through networks of culture, economics, trade or history. So while London and Tokyo are economically linked through stock markets, Graz and Stockholm are linked via the Cultural Capital of Europe.
These networks overlap and are concentrated in cities. Arguably this concentration of networks creates a unique feeling of a place. Such networks, however, do not only link cities with cities, but also a city to its surroundings. The notion of a city footprint reflects the idea that a city on its own is not sustainable: it depends on produce from its surroundings, it needs trade links and other connections for economic viability. Looking at networks, it becomes possible to explain the rise and fall of cities. This has to do with the changing importance of connections and is maybe best illustrated with the arrival of Spanish colonizers in America. Within a short time, connections to Madrid became more important than connections to the former centre Tenochtitlán.
The concentration of networks in cities can be used as an explanation of urbanization. It is the access to certain networks that attracts people. As various networks spatially run together in a confined area, people gather in cities. At the same time, this concentration of people means the introduction of new networks, such as social links, increasing the creation of new possibilities within cities. Urban social movements are a direct result of this possibility of making new connections. It is this openness to new connections that makes cities both attractive and to a certain degree unpredictable.
Another important aspect of modern urban thinking is looking at the divisions within a city. This internal differentiation is linked to the external connections of a city. As places of meeting histories, cities are hybrid and heterogeneous. Hybrid they are as the connections which link places are bilateral, involving giving and taking in both directions. Heterogeneous they are because of the dynamism of cities. New encounters are ongoing processes where social relations and differences are constantly negotiated and shaped, reflecting the unequal power involved.
Neither the internal differentiations nor the connections and networks of a place on their own define a city. Internal divisions are caused by external links, while at the same time connections to the outside open up the possibility of new social divisions. Divisions and connections in every city are intertwined, and only by considering both aspects of spatial thinking the complexity of cities is approachable. Immigration illustrates this interconnection of external networks and internal divisions well. The networks concentrated in the core of the city attract immigrants. As they immigrate, the newcomers bring along their histories, bringing new networks or enforcing existing ones. At the same time, their history offers opportunities to identify with or likewise exclude. Division and connection come hand in hand. Rather than attempting to eradicate such tensions and contradictions in the theoretical framework, modern urban thinking – influenced by poststructuralist thought – accounts for both sides. Static universal bodies are replaced by multidimensional networks, allowing for fluidity and dynamism.
Global cities
A global city, also known as a world city, is a prominent centre of trade, banking, finance, innovations, and markets. The term "global city", as opposed to megacity, was coined by Saskia Sassen in a seminal 1991 work. Whereas "megacity" refers to any city of enormous size, a global city is one of enormous power or influence. Global cities, according to Sassen, have more in common with each other than with other cities in their host nations. Bangkok, Beijing, Brussels, Chicago, Hong Kong, Johannesburg, London, Moscow, Mumbai, New York, Los Angeles, Paris, São Paulo, Seoul, Shanghai, Singapore, Sydney, Tokyo, and Toronto are commonly referred to as global cities, however, the term is also applied to other cities.
The notion of global cities regards the power of cities as contained within cities. The city is seen as a container where skills and resources are concentrated. The more successful city is able to concentrate more of these skills and resources. This makes the city itself more powerful in terms that it can influence what is happening around the world. Following this view of cities, it is possible to rank the world's cities hierarchically (John Friedmann and Goetz Wolff, "World City Formation: An Agenda for Research and Action," International Journal of Urban and Regional Research 6, no. 3 (1982): 319.).
Critics of the notion point out to the different realms of power. The term global city narrowly focuses on economics. Cities like Rome are powerful in religious terms. Additionally, it has been questioned whether the city itself can be regarded as an actor.
In 1995 Kanter argued that successful cities can be identified by three elements. To be successful, a city needs to have good thinkers (concepts), good makers (competence) or good traders (connections). The interplay of these three elements, Kanter argued, means that good cities are not planned but managed.
Environmental effects
Modern cities are known for creating their own microclimates. This is due to the large clustering of hard surfaces that heat up in sunlight and that channel rainwater into underground ducts. As a result, city weather is often windier and cloudier than the weather in the surrounding countryside. Conversely, because these effects make cities warmer (urban heat shield or urban heat islands) than the surrounding area, tornadoes tend to go around cities. Additionally towns can cause significant downstream weather effects.
Garbage and sewage are two major problems for cities, as is air pollution coming from internal combustion engines (see public transport). The impact of cities on places elsewhere, be it hinterlands or places far away, is considered in the notion of city footprinting (ecological footprint).
Inner city

In the United States, United Kingdom and Republic of Ireland, the term "inner city" is sometimes used with the connotation of being an area, perhaps a ghetto, where people are less educated and wealthy and where there is more crime. These connotations are less common in other Western countries, as deprived areas are located in varying parts of other Western cities. In fact, with the gentrification of some formerly run-down central city areas the reverse connotation can apply - in Australia the term "outer suburban" applied to a person implies a lack of sophistication. For instance, in Paris the inner city is the richest part of the metropolitan area, where housing is the most expensive, and where elites and high-income individuals dwell.
The United States, in particular, suffers from a culture of anti-urbanism that some say dates back as far as Thomas Jefferson who wrote that "The mobs of great cities add just so much to the support of pure government as sores do to the strength of the human body." On the businessmen who brought manufacturing industry into cities and hence increased the population density necessary to supply the workforce, he wrote "the manufactures of the great cities... have begotten a depravity of morals, a dependence and corruption, which renders them an undesirable accession to a country whose morals are sound." Modern anti-urban attitudes are to be found in America in the form of a planning profession that continues to develop land on a low-density suburban basis, where access to amenities, work and shopping is provided almost exclusively by car rather than on foot.
However, there is a growing movement in North America called "New Urbanism" that calls for a return to traditional city planning methods where mixed-use zoning allows people to walk from one type of land-use to another. The idea is that housing, shopping, office space, and leisure facilities are all provided within walking distance of each other, thus reducing the demand for road-space and also improving the efficiency and effectiveness of mass transit.

CountyOriginally, in continental Europe, a county was the land under the jurisdiction of a count. Counts are called "earls" in post-Celtic Britain and Ireland - the term is from Old Norse jarl and was introduced by the Vikings - but there is no correlation between "county" and "earldom." Rather, the term "county," from French comté, was simply used by the Normans after 1066 to replace the native English term scir ("sheer") or "shire," in Modern English. A shire was an administrative division of an Anglo-Saxon kingdom (Wessex, Mercia, East Anglia, etc.), usually named after its administrative centre (e.g., Gloucester > Gloucestershire, Worcester > Worcestershire, etc.).
Thus, whereas the word comté denoted a sovereign jurisdiction in the original French, the English word "county" denotes a subdivision of a sovereign jurisdiction.

While New South Wales was divided into counties in the early days of the colony, often preceding European settlement, hundreds, parishes and counties became dead letters for most purposes other than the registration of land ownership, which, under the Torrens title system, is centralised in the state capital of Sydney. Sydney lies in the County of Cumberland.
Local government is organised as municipalities for urban areas, and shires for rural areas. Large urban areas are called "cities".
Canada

Five of Canada's ten provinces are divided into counties. In Ontario, Nova Scotia, and New Brunswick, these are local government units, whereas in Quebec and Prince Edward Island they are now only geographical divisions. Most counties consist of several municipalities, however there are a few that consist of a single large city. In sparsely populated northern Ontario and Quebec, these units are called districts not counties, and in densely populated areas of south-central Ontario new regional municipalities are used for local government instead of counties.

China

The word "county" is used to translate the Chinese term xiàn (县 or 縣). On Mainland China under the People's Republic of China, counties are the third level of local government, coming under both the province level and the prefecture level. On Taiwan, the streamlining of Taiwan Province has left the county the major governmental level below the Republic of China central government.
The number of counties in China proper numbers about 2,000, and has remained more or less constant since the Han dynasty. The county remains one of the oldest levels of government in China and significantly predates the establishment of provinces in the Ming dynasty. The county government was particularly important in imperial China because this was the lowest layer at which the imperial government functioned.
In older context, "prefecture" and "district" are alternative terms to refer to xiàn before the establishment of the Republic of China. The English nomenclature "county" was adopted following the establishment of the ROC.
The head of a county is the magistrate.

Croatia
Counties have been units of regional self-government in Croatia since 1990. There are twenty counties and the city of Zagreb which has the same status. They are called županije and they are each headed by a župan (whose replacement is called a dožupan).

Hungary
The administrative unit of Hungary is called megye, or in Latin: comitatus, which can be translated with the word county. Presently Hungary is subdivided into 19 "proper" counties, 22 city counties and 1 capital, Budapest. See the list of counties of Hungary.
The comitatus was also the historic administrative unit in the Kingdom of Hungary, which included present-day neighboring countries of Hungary. See the list of historic counties of Hungary.
Ireland
The island of Ireland is divided into 32 counties, of which 26 later formed the Republic of Ireland and 6 made up Northern Ireland (for current status on Northern Irish counties, see under 'United Kingdom,' below). The counties are traditionally grouped into 4 provinces - Leinster (12), Munster (6) Connacht (5) and Ulster (9). Historically, the counties of Meath, West Meath and Dublin constituted the province of Meath - one of the "Five Fifths" of Ireland; but these have long since become the three northernmost counties of Leinster province. In the Republic each county is administered by an elected "county council", and the old provincial divisions are merely traditional names with no political significance.
The number and boundaries of administrative counties in the Republic of Ireland were reformed in the 1990's. For example County Dublin was broken into three: Dun Laoghaire-Rathdown, Fingal, and South Dublin - the City of Dublin had existed for centuries before. In addition "County Tipperary" is actually two administrative counties, called North Tipperary and South Tipperary while the major urban centres Cork, Galway, Limerick, and Waterford have been separated from the town and rural areas of their counties. Thus, though sometimes called the 'twenty-six counties', the Republic of Ireland now has thirty-four 'county-level' authorities.
For almost all sporting, cultural and other purposes, the traditional 32 counties and 4 provinces remain in common usage. Each county has its own flag/colours (and often a nickname too), and county allegiances are taken quite seriously. See the counties of Ireland.
Japan
"County" is one of the translations of gun (郡), which is a subdivision of prefecture. It is also translated as rural district, rural area or district. The translation "district" is not preferred, because it comes into conflict with the usual translation of "district", chome. In this encyclopedia, district is used for gun. Presently, "counties" have no political power or administrative function. The division is mainly significant in postal services.
Lithuania
Apskritis (pl. apskritys) is the Lithuanian word for county. Since 1994 Lithuania has 10 counties; before 1950 it had 20. The only purpose with the county is an office of a state governor who shall conduct law and order in the county. See counties of Lithuania.
New Zealand
After New Zealand abolished its provinces in 1876, a system of counties similar to other countries' systems was instituted, lasting until 1989.
They had chairmen, not mayors as boroughs and cities had; many legislative provisions (such as burial and land subdivision control) were different for the counties.
During the second half of the 20th century, many counties received overflow population from nearby cities. The result was often a merger of the two into a "district" (eg Rotorua) or a change of name to "district' (eg Waimairi) or "city" (eg Manukau).
The Local Government Act 1974 began the process of bringing urban, mixed, and rural councils into the same legislative framework. Substantial reorganisations under that Act resulted in the 1989 shake-up, which covered the country in (non-overlapping) cities and districts and abolished all the counties except for the Chatham Islands County, which survived under that name for a further 6 years but then became a "Territory" under the "Chatham Islands Council".
Norway
Norway is divided into 19 counties (sing. fylke, plur. fylker, literally "folk") as of 1972. Up to this year Bergen was a separate county, but is today a municipality in the county of Hordaland. All counties are divided into municipalities, (sing. kommune, plur. kommuner), the ones with incorporated cities being called city municipalities (sing. bykommune, plur. bykommuner). The county of Oslo is equivalent to the municipality of Oslo.
Each county has its own assembly (fylkesting) whose representatives are elected every 4 years together with representatives to the municipality councils. The counties handle matters as high schools and local roads, and until recently hospitals as well. This responsibility is now transferred to the state, and there is a debate on the future of the county as an administrative entity. Some people, and parties, such as the Conservatives, Høyre, call for the abolishment of the counties once and for all, while others merely want to merger some of them into larger regions.
Poland
Polish second-level administration unit powiat is usually translated into English as county or district.

Romania
The administrative subdivisions of Romania are called judeţ (plural: judeţe), name derived from jude, a mayor and judge of a city (akin to English judge; both are derived from Latin) Presently Romania is subdivided into 40 counties and the capital, Bucharest having a separate status. Serbia and Montenegro

Sweden
The Swedish division into counties was established in 1634, and was based on an earlier division into Provinces. Sweden is today divided into 21 counties, and each county is further divided into municipalities. At the county level there is a county administrative board led by a governor appointed by the central government of Sweden, as well as an elected county council that handles a separate set of issues, notably hospitals and public transportation.
The Swedish term used is län, which literally means "fief."
United Kingdom
The United Kingdom is divided into a number of metropolitan and non-metropolitan counties. There are also ceremonial counties and traditional counties which have no administrative function but exist as geographic areas. The metropolitan and non-metropolitan counties had replaced in 1974 a system of administrative counties which were introduced in 1889.
Most non-metropolitan counties in England are run by county councils and divided into non-metropolitan districts, each with its own council. Local authorities in the UK are usually responsible for running education, emergency services, planning, transport, social services, and a number of other functions.
In England, in the Anglo-Saxon period, Shires were established as areas used for the raising of taxes, and usually had a fortified town at their centre. These became known as the shire town or later the county town. In most cases, the shires were named after their shire town (for example Bedfordshire) however exceptions to this rule exist, such as Wiltshire. In several other cases, such as Devon the shire has a county town different from that which it is named after. The name 'county' was introduced by the Normans, and was derived from a Norman term for an area administered by a Count (lord). These Norman 'counties' were geographically based upon the Saxon shires, and kept their Saxon names. Several traditional counties, including Essex, Sussex and Kent, predate the unification of England by Alfred the Great, and originally existed as independent kingdoms.
The thirteen traditional counties of Wales were fixed by Statute in 1539 (although counties such as Pembrokeshire date from 1138) and most of those of Scotland are of at least this age.
The county boundaries of England have changed over time. In the mediæval period, a number of important cities were granted the status of counties in their own right, such as London, Bristol and Coventry, and numerous small exclaves such as Islandshire were created. The next major change occurred in 1844, when many of these exclaves were re-merged with their surrounding counties (for example Coventry was re-merged with Warwickshire).
For centuries, the counties were used mainly for legal administration and tax raising. Modern local government did not come into being until 1889, when administrative counties (county councils) were created which were based upon the traditional county areas. In 1965 and 1974 a major re-organisation of local government created several new administrative counties such as Hereford and Worcester and also created several new metropolitan counties which served large urban areas as a single administrative unit. In 1986, however, the metropolitan county councils were abolished, and divided into a series of unitary authorities, although the counties still exist in name and for some administrative and ceremonial purposes. Traditionalists still refer to traditional counties for geographic purposes rather than administrative ones. Uniquely, the Isle of Wight is a unitary authority with county status.
Modern local government in Scotland, Wales, Northern Ireland and a large part of England is based on the concept of smaller unitary authorities, a system similar to that proposed for most of Britain in the 1960s.
