Westminster System

The Westminster System is a democratic system of government modelled after that of the United Kingdom system, as used in the Palace of Westminster, the location of the UK parliament. The system is a series of procedures for operating a legislature. It is used, or was once also used, in most Commonwealth and ex-Commonwealth nations, beginning with the Canadian provinces in the mid-19th century. It is also used in Australia, India, the Republic of Ireland, Jamaica, Malaysia, New Zealand, Singapore, and Malta. There are other parliamentary systems, for example those of Germany and Italy, whose procedures differ considerably from the Westminster system. Aspects of the Westminster system include:
- an executive branch usually made up of members of the legislature with the senior members of the executive in a Cabinet;
- the presence of opposition parties;
- an elected legislature, or a system in which one of two houses is elected and the other appointed; and
- a ceremonial head of state, who is different from the head of government, and who may possess reserve powers that are not normally exercised. Most of the procedures of the Westminster system have originated with the conventions, practices and precedents of the UK parliament, which are a part of what is known as the British constitution. Unlike the UK, most countries that use the Westminster system have codified the system in a written constitution. However convention, practices and precedents continue to play a significant role in these countries, as many constitutions do not specify important elements of procedure: for example, older constitutions using the Westminster system, such as the Canadian constitution, may not even mention the existence of the Cabinet and the title of the head of the government (Prime Minister), because these offices' existence and role evolved outside the primary constitutional text.

Operation

In a Westminster system, the members of parliament are elected by popular vote. The head of government is usually chosen by being invited to form a government (that is, an administration), by the head of state or the representative of the head of state (that is, the governor-general), not by parliamentary vote (see Kiss Hands.) There are notable exceptions to the above in the Republic of Ireland, where the President of Ireland has a mandate through direct election, and the Taoiseach (prime minister) prior to appointment by the President of Ireland is nominated by the democratically elected lower house, Dáil Éireann. Because of the mandate and the potentially significant constitutional powers of the Irish president, some authorities believe the Irish constitution is as similar to semi-presidential systems, as it is to Westminster. Similarly, under the constitutions of some Commonwealth countries, a president or Governor-General may possess clearly significant reserve powers. One example is the Australian constitutional crisis of 1975, in which the Governor-General dismissed the Prime Minister, who held a majority in the Australian House of Representatives. Because of constitutional differences, the formal powers of presidents and Governors-General vary greatly from one country to another. However, as Governors-General are not directly elected, they lack the popular mandate held, for example, by an Irish president. Because of this, Governors-General rarely risk the public disapproval which would result from them making unilateral and/or controversial uses of their powers. The head of government, usually called the Prime Minister, must be able either (a) to control a majority of seats within the lower house, (b) to ensure the existence of no absolute majority against them. If the parliament passes a resolution of no confidence or if the government fails to pass a major bill such as the budget, then the government must either resign so that a different government can be appointed or seek a parliamentary dissolution so that new public elections may be held in order to re-confirm or deny their mandate. In addition to a majority in the Australian House of Representatives, an Australian prime minister must also secure a Senate which is willing to pass budgets. Many political scientists have held that the Australian system of government was consciously devised as a blend or hybrid of the Westminster and the United States systems of government, especially since the Australian Senate is a very powerful upper house. This notion is expressed in the nickname "Washminster system". For example, the Australian Senate maintains similar powers to those held by the US Senate or the British House of Lords, prior to 1911, to block supply to a party with a majority in the House of Representatives. Although the dissolution of the legislature and the call for new elections is formally done by the head of state, by convention the head of state acts according to the wishes of the head of government. In exceptional circumstances the head of state may either refuse a dissolution request, as in the King-Byng Affair, or dismiss the government, as in the Australian crisis of 1975. Either action is likely to bend or break existing conventions. The Lascelles Principles were an attempt to create a convention to cover similar situations, but have not been tested in practice.

Cabinet government

In his book "The English Constitution" which was published in 1876, Walter Bagehot emphasised the divide of the constitution into two components: the Dignified (that part which is symbolic) and the Efficient (the way things actually work and get done) and called the Efficient "Cabinet Government". Although there have been many works since emphasising different aspects of the "Efficient", no one has seriously questioned Bagehot's premise that the divide exists in the Westminster system. Members of the Cabinet are collectively seen as responsible for government policy. All Cabinet decisions are made by consensus, a vote is never taken in a Cabinet meeting. All ministers, whether senior and in the Cabinet, or junior ministers, must support the policy of the government publicly regardless of any private reservations. When a Cabinet reshuffle is imminent, a lot of time is taken up in the conversations of politicians and in the news media, speculating on who will, or will not, be moved in and out of the Cabinet by the Prime Minister, because the appointment of ministers to the Cabinet and threat of dismissal from the Cabinet, is the single most powerful constitutional power which a Prime Minister has in the political control of the Government in the Westminster system. Linked to Cabinet government is the idea, at least in theory, that ministers are responsible for the actions of their departments. However, because many government departments are huge bureaucracies with powerful senior staff, the ministers in charge of departments are now held accountable only for the implementation of policy decisions and any misconduct of themselves and those civil servants over whom they have direct control. It is no longer considered to be an issue of resignation if the actions of members of their department, over whom the minister has no direct control, make mistakes or formulate procedures which are not in accordance with agreed policy decisions. One of the major powers of the Prime Minister under the Westminster system is to be the arbitrator of when a fellow minister is accountable for the actions of his or her department. The Official Opposition and other major political parties not in the Government, will mirror the governmental organisation with their own Shadow Cabinet made up of Shadow Ministers.

Consequences

The Westminster system tends to have extremely well-disciplined legislative parties in which it is highly unusual for a legislator to vote against their party, and in which no-confidence votes are very rare. Also, Westminster systems tend to have strong cabinets in which cabinet members are politicians with independent bases of support. Conversely, legislative committees in Westminster systems tend to be weak.

Ceremonies

The Westminster system has a very distinct appearance when functioning, with many British customs incorporated into day-to-day government function. A Westminster-style parliament is usually a long, rectangular room, with two rows of seats and desks on either side. The chairs are positioned so that the two rows are facing each other. The intended purpose of this arrangement is to create a visual representation of the conflict-filled nature of parliamentary government. Traditionally, the opposition parties will sit in one row of seats, and the government party will sit in the other. Of course, sometimes a majority government is so large that it must use the "opposition" seats as well. In the lower house at Westminster (the House of Commons) there are lines on the floor in front of the government and opposition benches that members may cross only when exiting the chamber. The distance between the lines is the length of two swords. At one end of the room sits a large chair, for the Speaker of the House. The speaker usually wears a black robe, and in many countries, a wig. Robed parliamentary clerks often sit at narrow tables between the two rows of seats, as well. Other ceremonies sometimes associated with the Westminster system include an annual Speech from the Throne (or equivalent) in which the Head of State gives a special address (written by the government) to parliament about what kind of policies to expect in the coming year, and lengthy State Opening of Parliament ceremonies that often involve the presentation of a large ceremonial mace.

System of government

A form of government (also referred to as a system of government) is a social institution composed of various people, institutions and their relations in regard to the governance (or government) of a state. Different forms of government have different political systems—a term which is generally considered to be a separate but related concept. A wide range of different forms of government has been proposed or used in practice. The study of such forms is called civics or comparative government.

Types of government

However, the picture is more complicated than this, as every country’s system is unique, and in practice many represent a hybrid of different forms of government. For example, a system generally seen as a representative democracy (for instance Canada and the United States) may in fact also include measures providing for a degree of direct democracy in the form of referenda, for deliberative democracy in the form of the extensive processes required for constitutional change, and investigating committees and commissions (which may not be led by representatives). A further complication is that a number of political systems originate as socio-economic movements and are then carried into governments by specific parties naming themselves after those movements. Experience with those movements in power, and the strong ties they may have to particular forms of governmental control, can cause them to be considered as forms of government in themselves. Some examples are as follows:
- Perhaps the most widely cited example of such a phenomenon is the communist movement. This is an example of where the resulting political systems may diverge from the original socio-economic ideologies from which they developed. This may mean that adherents of the ideologies are actually opposed to the political systems commonly associated with them. For example, activists describing themselves as Trotskyists or communists are often opposed to the communist states of the 20th century.
- Islamism is also often included on a list of movements that have deep implications for the form of government. Indeed, many nations in the Islamic World use the term Islamic in the name of the state. However, these governments in practice exploit a range of different mechanisms of power (for example debt and appeals to nationalism). This means that there is no single form of government that could be described as “Islamic” government. Islam as a political movement is therefore better seen as a loose grouping of related political practices rather than a single, coherent political movement.
- The basic principles of many other popular movements have deep implications for the form of government those movements support and would introduce if they came to power. For example, bioregional democracy is a pillar of green politics.

Palace of Westminster

The Palace of Westminster, known also as the Houses of Parliament, is where the two Houses of the Parliament of the United Kingdom (the House of Lords and the House of Commons) conduct their sittings. The Palace lies on the north bank of the River Thames in the London borough of the City of Westminster. The oldest part of the Palace still in existence, Westminster Hall, dates from 1097. The Palace originally served as a royal residence, but no monarch has lived in it since the 16th century. Most of the present structure dates from the 19th century, when the Palace was rebuilt after it was almost entirely destroyed by a fire in 1834. The architect responsible for rebuilding the Palace was Sir Charles Barry, and the building is an example of Gothic revival. One of the Palace's most famous features is the clock tower, a notable London tourist attraction that houses Big Ben and is often but erroneously referred to by that name. The Palace contains over 1,000 rooms, the most important of which are the Chambers of the House of Lords and of the House of Commons. The Palace also includes committee rooms, libraries, lobbies, dining-rooms, bars and gymnasiums. It is the site of important state ceremonies, most notably the State Opening of Parliament. The Palace is very closely associated with the two Houses, as shown by the use of "Westminster" as a metonym for "Parliament."

History

The Palace of Westminster was strategically important during the Middle Ages, as it was located on the banks of the River Thames. Buildings have occupied the site since at least Saxon times. Known in mediæval times as Thorney Island, the site may have been first used for a royal residence by Canute the Great (reigned 1016 to 1035). The penultimate Saxon monarch of England, St Edward the Confessor, built a royal palace in Thorney Island just west of the City of London at about the same time as he built Westminster Abbey (1045 to 1050). Thorney Island and the surrounding area soon became known as Westminster (a contraction of the words "West Monastery"). After the Norman Conquest (1066) King William I established himself at the Tower of London, but later moved to Westminster. Neither the buildings used by the Saxons nor those used by William I, however, survive. The oldest existing parts of the Palace (Westminster Hall and the Great Hall) date from the reign of William I's successor, King William II. The Palace of Westminster was the monarch's principal residence in the late Mediaeval period. As the government of England evolved, many public institutions arose in Westminster. For example, the predecessor of Parliament, the Curia Regis (Royal Council), met in Westminster Hall (though it followed the King when he moved to other palaces). The Model Parliament, the first official Parliament of England, met in the Palace in 1295. Since then, almost all Parliaments have met in the Palace. However, some Parliaments have (for a variety of reasons) met in other locations. Westminster remained the monarch's chief London residence until a fire destroyed part of the structure in 1529. In 1530, King Henry VIII acquired York Palace from Thomas Cardinal Wolsey, a powerful minister who had lost the King's favour. Renaming it the Palace of Whitehall, Henry VIII used it as his principal residence. Although Westminster officially remained a royal palace, it was used by the two Houses of Parliament, and as a law court. As it was originally a royal residence, the Palace did not include any purpose-built chambers for the two Houses. Important state ceremonies, including the State Opening of Parliament, were held in the Painted Chamber. The House of Lords usually met in the White Chamber. The House of Commons, however, did not have a chamber of its own; it sometimes held its debates in the Chapter House of Westminster Abbey. The Commons acquired a permanent home in the Palace—St Stephen's Chapel, a former royal chapel, but only during the reign of Henry VIII's successor, King Edward VI. The Chantries Act 1547 (passed as a part of the Protestant Reformation) dissolved the religious order of the Canons of St Stephen's (among other institutions); thus, the Chapel was left for the Commons' use. Alterations were made to St Stephen's Chapel for the convenience of the lower House. On 16 October 1834, most of the Palace was destroyed by fire. Only Westminster Hall, the Jewel Tower, the crypt of St Stephen's Chapel and the cloisters survived the conflagration. A Royal Commission was appointed to study the rebuilding of the Palace. The Commission decided that the Palace should be rebuilt on the same site, and that its style should be either Gothic or classical. A heated public debate over the proposed styles ensued. Those who preferred the classical style argued that Gothic architecture was too "crude", and therefore inappropriate for Parliament. However, many (including Augustus Pugin) held that Gothic architecture was the true Christian architecture; in contrast, they connected classicism with the pagan Ancient Greeks and Romans. Furthermore, many held that Gothic architecture was Britain's "national" style, whereas they associated classicism with France. In 1836, after studying 97 rival proposals, the Royal Commission chose Charles Barry's plan for a Gothic style palace. The foundation stone was laid in 1840; the Lords' Chamber was completed in 1847, and the Commons' Chamber in 1852 (at which point Barry received a knighthood). Although most of the work had been carried out by 1860, construction was not finished until a decade afterwards. The Palace of Westminster continued to function normally until 1941, when the Commons' Chamber was destroyed by German bombs in the course of the Second World War. Sir Giles Gilbert Scott was commissioned as architect; he chose to preserve the essential features of Sir Charles Barry's design. Work on the Commons' Chamber was completed by 1950.

Exterior

Sir Charles Barry's design for the Palace of Westminster uses the Perpendicular Gothic style, which was originally popular during the 15th century and returned during the Gothic revival of the 19th century. Barry was himself a classical architect, but he was aided by the Gothic architect Augustus Pugin. Westminster Hall, which was built in the 11th century and survived the fire of 1834, was incorporated in Barry's design. Pugin was displeased with the result of the work, especially with the symmetrical layout designed by Barry; he famously remarked, "All Grecian, sir; Tudor details on a classic body."

Stonework

The stonework of the building was originally Anstone, a sand-coloured magnesian limestone quarried in the village of Anston in South Yorkshire. The stone, however, soon began to decay due to pollution. Although such defects were clear as early as 1849, nothing was done for the remainder of the 19th century. During the 1910s, however, it became clear that some of the stonework had to be replaced. In 1928 it was deemed necessary to use Clipsham Stone, a honey-coloured limestone from Rutland, to replace the decayed Anstone. The project began in the 1930s, but was halted due to the Second World War, and completed only during the 1950s. By the 1960s, however, pollution had once again begun to take its toll. A stone conservation and restoration programme began in 1981, and ended in 1994.

Towers

Rutland Sir Charles Barry's Palace of Westminster includes several towers. The tallest is the Victoria Tower 98 m (323 ft), a square tower at the south-western end of the Palace. The tower was named after the reigning monarch at the time of the reconstruction of the Palace, Queen Victoria. The tower is home to the House of Lords' Record Office, which, despite its name, has custody of the records of both Houses of Parliament. Atop the Victoria Tower is an iron flagstaff, from which the Royal Standard (if the Sovereign is present in the Palace) or the Union Flag is flown. At the base of the Victoria Tower is the Sovereign's Entrance to the Palace. The monarch uses this entrance whenever he or she enters the Palace of Westminster for the State Opening of Parliament or for any other official ceremony. Over the middle of the Palace lies the Central Tower. The Central Tower is 91 m (300 ft) tall, making it the shortest of the three principal towers of the Palace. Unlike the other towers, the Central Tower possesses a spire. It stands immediately above the Central Lobby, and is octagonally shaped. At the north-western end of the Palace is the most famous of the towers, which is 96 m (316 ft) tall. The tower houses a large clock known as the Great Clock of Westminster; on each of the four sides of the tower is a large clock face. The tower also houses five bells, which strike the Westminster Chimes every quarter hour. The largest and most famous of the bells is Big Ben (officially, the Great Bell of Westminster), which strikes the hour, and which is the third heaviest bell in England, weighing 13 tons 10 cwt 99 lb (about 13.8 t). Although the term "Big Ben" properly appertains only to the bell, it is often colloquially applied to the whole tower.

Grounds

There are a number of small gardens surrounding the Palace of Westminster. Victoria Tower Gardens is open as a public park along the side of the river south of the palace. Black Rod's Garden (named after the office of Gentleman Usher of the Black Rod) is closed to the public and is used as a private entrance. Old Palace Yard, in front of the Palace, is paved over and covered in concrete security blocks (see security below). Cromwell Green (also on the frontage), New Palace Yard (on the north side) and Speaker's Green (directly north of the Palace) are all fenced off and closed to the public.

Interior

Speaker's Green The Palace of Westminster includes approximately 1,100 rooms, 100 staircases, and 3 miles (5 km) of passageways. The building includes four floors; the ground floor includes offices, dining rooms, and bars. The first floor houses the principal rooms of the Palace, including the Chambers, the lobbies, and the libraries. The Robing Room, the Royal Gallery, the Prince's Chamber, the Lords' Chamber, the Peers' Lobby, the Central Lobby, the Members' Lobby, and the Commons' Chamber all lie in a straight line from south to north, in the order noted. (Westminster Hall lies to a side at the Commons end of the Palace.) The top two floors are used for committee rooms and offices. Formerly, the Palace was formally controlled by the Lord Great Chamberlain, as it was (and remains) a royal residence. In 1965, however, it was decided that each House should control its own rooms. The Speaker and Lord Chancellor exercise control on behalf of their respective Houses. The Lord Great Chamberlain retains custody of certain ceremonial rooms.

Lords Chamber

Lord Great Chamberlain The Chamber of the House of Lords is located in the southern part of the Palace of Westminster. The lavishly decorated room measures 14 by 24 m (45 by 80 ft). The benches in the Chamber, as well as other furnishings in the Lords' side of the Palace, are coloured red. The upper part of the Chamber is decorated by stained glass windows and by six allegorical frescoes representing religion, chivalry and law. The upper part, or the viewing gallery, features a small curtain, around ten inches high. This was constructed in the 1920s to hide the ankles and lower legs of viewing women; fashion was becoming increasingly promiscuous, as they saw it, and the sight of bare legs was deemed unsuitable for Lords. At one end of the Chamber are the ornate gold Canopy and Throne; although the Sovereign may theoretically occupy the Throne during any sitting, he or she attends only the State Opening of Parliament. Other members of the Royal Family who attend the State Opening use Chairs of State next to the Throne. In front of the Throne is the Woolsack, a backless and armless red cushion stuffed with wool, representing the historical importance of the wool trade. The Woolsack is used by the officer presiding over the House (the Lord Chancellor or a deputy). The House's mace, which represents royal authority, is placed on the back of the Woolsack. In front of the Woolsack are the Judges' Woolsack (a larger red cushion occupied by the Law Lords during the State Opening) and the Table of the House (at which the clerks sit). Members of the House occupy red benches on three sides of the Chamber. The benches on the Lord Chancellor's right form the Spiritual Side, and those to his left form the Temporal Side. The Lords Spiritual (archbishops and bishops of the established Church of England) all occupy the Spiritual Side. The Lords Temporal (nobles), however, sit according to party affiliation: members of the Government party sit on the Spiritual Side, whilst those of the Opposition sit on the Temporal Side. Some peers, who have no party affiliation, sit on the benches in the middle of the House opposite the Woolsack; they are accordingly known as cross-benchers. The Lords' Chamber is the site of many important ceremonies, the most important of which is the State Opening of Parliament, which occurs at the beginning of each annual parliamentary session. The Sovereign, seated on the Throne, delivers the Speech from the Throne, outlining the Government's legislative agenda for the upcoming parliamentary session. The Commons do not enter the Chamber; instead, they watch the proceedings from the Bar of the House, just inside the Chamber. A similar ceremony is held at the end of a parliamentary session; the Sovereign, however, does not normally attend, and is instead represented by a group of Lords Commissioners.

Commons Chamber

Lords Commissioners The Chamber of the House of Commons is located at the northern end of the Palace of Westminster. The Chamber measures 14 by 21 m (46 by 68 ft). It is far more austere than the grand Lords' Chamber; the benches, as well as other furnishings in the Commons side of the Palace, are coloured green. Other parliaments in Commonwealth nations have copied the colour scheme under which the Lower House is associated with green, and the Upper House with red. At one end of the Chamber is the Speaker's Chair, a present to Parliament from Australia. In front of the Speaker's Chair is the Table of the House, at which the clerks sit, and on which is placed the Commons' ceremonial mace. There are green benches on either side; members of the Government party occupy benches on the Speaker's right, whilst those of the Opposition occupy benches on the Speaker's left. There are no cross-benches as in the House of Lords. The Chamber is relatively small, and can accommodate only 427 of the 646 Members of Parliament. During Prime Minister's Questions and in major debates Members of Parliament stand at either end of the House. By tradition, the British Sovereign does not enter the Chamber of the House of Commons. The last monarch to enter the Chamber was King Charles I (in 1642); he sought to arrest five Members of Parliament on charges of high treason. When the King asked the Speaker, William Lenthall, if he had any knowledge of the whereabouts of these individuals, Lenthall famously replied: "May it please your Majesty, I have neither eyes to see nor tongue to speak in this place but as the House is pleased to direct me, whose servant I am here." The two red lines on the floor of the House of Commons are, by tradition, two sword lengths and one foot (0.3 m) apart. Protocol dictates that MPs may not cross these lines.

Westminster Hall

Westminster Hall, the oldest extant part of the Palace of Westminster, was erected in 1097. The roof was originally supported by pillars, but, during the reign of King Richard II, it was replaced by a hammerbeam roof designed by Henry Yevele and Hugh Herland. Westminster Hall is one of the largest halls in Europe with an unsupported roof; it measures 21 by 73 m (68 by 240 ft). Hugh Herland Historically, Westminster Hall has served numerous functions. It was primarily used for judicial purposes. It housed three of the most important courts in the land: the Court of King's Bench, the Court of Common Pleas, and the Court of Chancery. In 1873, these courts were amalgamated into the High Court of Justice, which continued to meet in Westminster Hall until it moved to the Royal Courts of Justice in 1882. In addition to regular courts, Westminster Hall also housed important state trials, including impeachment trials and the trial of King Charles I at the end of the English Civil War. Westminster Hall has also served ceremonial functions. From the 12th century to the 19th, coronation banquets honouring new monarchs were held here. The last coronation banquet was that of King George IV (1821); his successor, William IV, abandoned the idea because he deemed it too expensive. Westminster Hall has also been used for lyings-in-state during state funerals and ceremonial funerals. Such an honour is usually reserved for the Sovereign and for their consorts; the only non-royals to receive it in the 20th century were Frederick Sleigh Roberts, 1st Earl Roberts (1914) and Sir Winston Churchill (1965). The most recent lying-in-state was that of HM Queen Elizabeth The Queen Mother in 2002. The two Houses have presented ceremonial Addresses to the Crown in Westminster Hall on important public occasions. For example, Addresses have been presented at HM The Queen's Silver Jubilee (1977) and Golden Jubilee (2002), the 300th anniversary of the Glorious Revolution (1988), and the 50th anniversary of the end of the Second World War (1995). Under reforms made in 1999, the House of Commons uses a specially converted room next to Westminster Hall (not the main hall) as an additional debating chamber. (Usually, however, the room is spoken of as a part of Westminster Hall.) The room is shaped like an elongated horseshoe; it stands in contrast with the main Chamber, in which the benches are placed opposite each other. This pattern is meant to reflect the non-partisan nature of the debates held in Westminster Hall. Westminster Hall sittings occur thrice each week; important or controversial matters are typically not discussed.

Other rooms

There are several other important rooms that lie on the first floor of the Palace. At the extreme southern end of the Palace is the Robing Room, the room in which the Sovereign prepares for the State Opening of Parliament by donning official robes and wearing the Imperial State Crown. Paintings in the Robing Room depict scenes from the legend of King Arthur. Immediately next to the Robing Room is the Royal Gallery, which is sometimes used by foreign dignitaries who wish to address both Houses. The walls are decorated by two enormous paintings by Daniel Maclise: "The Death of Nelson" (depicting Lord Nelson's demise at the Battle of Trafalgar) and "The Meeting of Wellington and Blücher" (showing the Duke of Wellington meeting Gebhard Leberecht von Blücher at the Battle of Waterloo). To the immediate south of the Lords Chamber is the Prince's Chamber, a small ante-room used by Members of the Lords. The Prince's Chamber is decorated with paintings of members of the Tudor dynasty. To the immediate north of the Lord's Chamber is the Peers' Lobby, where Lords informally discuss or negotiate matters during sittings of the House. The centrepiece of the Palace of Westminster is the octagonal Central Lobby, which lies immediately beyond the Peers' Lobby. The lobby, which lies immediately below the Central Tower, is adorned with statues of statesmen and with mosaics representing the United Kingdom's constituent nations' patron saints: St George for England, St Andrew for Scotland, St David for Wales, and St Patrick for Northern Ireland. Constituents may meet their Members of Parliament in the Central Lobby. Beyond the Central Lobby, next to the Commons Chamber, lies the Members' Lobby, in which Members of Parliament hold discussions or negotiations. The Members' Lobby contains statues of several former Prime Ministers, including David Lloyd George, Sir Winston Churchill, and Clement Attlee. The Palace of Westminster also includes state apartments for the presiding officers of the two Houses. The Speaker's apartments stand at the northern end of the Palace, whilst the Lord Chancellor's apartments are at the southern end. Each day, the Speaker and Lord Chancellor take part in formal processions from their apartments to their respective Chambers.

Security

The Gentleman Usher of the Black Rod oversees security for the House of Lords, whilst the Serjeant-at-Arms does the same for the House of Commons. These officers, however, have primarily ceremonial roles outside the actual chambers of their respective Houses. Security is the responsibility of the Palace of Westminster Division of the Metropolitan Police, the police force for the Greater London area. Probably the most famous attempt to breach the security of the Palace of Westminster occurred with the Gunpowder Plot of 1605. The plot was an attempt by Roman Catholic extremists to cause an explosion in the Palace of Westminster during the State Opening of Parliament, thereby killing the Protestant King James I, his family, and most of the aristocracy. The plot was discovered, however, when a Roman Catholic nobleman, William Parker, 4th Baron Monteagle, received an anonymous letter warning him not to attend the State Opening. The authorities conducted a search of the Palace, discovered the gunpowder, as well as one of the conspirators, Guy Fawkes. The conspirators were later tried for high treason in Westminster Hall, and were hanged, drawn, and quartered. Since 1605, the Yeomen of the Guard have conducted a ceremonial search of the Palace's cellars prior to each State Opening of Parliament. The previous Palace of Westminster was also the site of a prime ministerial assassination in 1812. Whilst in the lobby of the House of Commons, on his way to a parliamentary inquiry, Spencer Perceval was shot and killed by John Bellingham. Perceval remains the only British Prime Minister to have been assassinated. On the 17 June1974 a 20 pound (9 kg) bomb planted by the Provisional IRA exploded in Westminster Hall. In 1979 Airey Neave, a prominent Conservative politician, was killed by a car bomb as he drove out of the Palace's new car park. Both the Irish National Liberation Army and the Provisional IRA claimed responsibility for the murder; security forces believe the former were actually responsible. With rising concern about the possibility of a truck full of explosives being driven into the building (despite the effective cessation by that time of Northern Irish terrorism), a series of concrete blocks was placed in the roadway in 2003. Provisional IRA.]] The Palace has also been the site of a number of acts of politically motivated "direct action". In 1970, for example, some individuals threw a canister of tear gas into the Chamber of the House of Commons to protest against conditions in Northern Ireland, and in the same cause in 1978 manure was thrown by, among others, the daughter of Dom Mintoff. Concern about such attacks and a possible chemical or biological attack led to the construction of a glass screen across the Strangers' Gallery in early 2004. The new barrier did not cover the front three rows, which are termed the "Distinguished Strangers' Gallery" and in May of that year protesters from Fathers 4 Justice attacked Prime Minister Tony Blair with flour bombs from this part. In September, five protesters opposed to the proposed ban on fox hunting disrupted the proceedings of the House of Commons by running into the Chamber. Despite such disruptions, members of the public continue to have access to the Galleries.

Culture and tourism

The exterior of the Palace of Westminster—especially the Clock Tower—is one of the most visited tourist attractions in London. The United Nations Educational, Scientific and Cultural Organization (UNESCO) classifies the Palace of Westminster as a World Heritage Site. It is also a Grade I listed building. There is no casual access to the interior, but it may be seen in a number of ways:
- Viewing debates from the public galleries of the House of Commons or the House of Lords: UK residents may obtain tickets in advance from their MP. It is also possible for both UK residents and overseas visitors to queue for admission on the day, but capacity is limited and there is no guarantee of admission. Only a very small part of the Palace's interior may be seen. Either House may exclude "strangers" if it desires to sit in private.
- Tours during Parliamentary sessions: UK residents may apply to their MP or a peer for a place on a guided tour of Parliament while it is in session. British educational institutions may also arrange a tour through their MP. The system for issuing overseas visitors with permits to tour the Palace while Parliament is in session has been suspended temporarily.
- Summer opening: tours are available during a two-month period during the summer when Parliament is not sitting. These tours are open to both UK residents and overseas visitors. Advance bookings are recommended. Legislature

A legislature is a governmental deliberative assembly with the power to adopt laws. Legislatures are known by many names, including: parliament, congress, diet and national assembly. Important part of the US In parliamentary systems of government, the legislature is formally supreme and appoints the executive. In presidential systems of government, the legislature is considered a power branch which is equal to, and independent of, the executive. In addition to enacting laws, legislatures usually have exclusive authority to raise taxes and adopt the budget and other money bills. The consent of the legislature is also often required to ratify treaties and declare war.

Chambers

The primary component of a legislature is one or more chambers or houses: assemblies that debate and vote upon bills. Most legislatures are either bicameral or unicameral:
- A unicameral legislature is the simplest kind of law-making body and has only one house.
- A bicameral legislature possesses two separate chambers, usually described as an upper house and a lower house, which may differ in duties, powers, and methods for the selection of members. In most parliamentary systems, the lower house is the most powerful house while the upper house is merely a chamber of advice or review!!!! However in presidential systems the powers of the two houses are often similar or equal. In federations it is typical for the upper house to represent the component states. For this purpose the upper house may either contain the delegates of state governments, as is the case of Germany and was the case in the pre-19 century United States, or to be elected according to a formula that grants disproportionate representation to smaller states, as is the case today in Australia and the United States. Historically, as well as bicameral and unicameral bodies, there have also been rare instances of tricameral legislatures. Many legislatures are said to include not just one or more houses but also the head of state. This is because in most systems it is necessary that, after being approved by the house or houses of the legislature, a bill receive the assent of the head of state before it can become law. This may be the case even if, as is the case in many parliamentary systems, the assent of the head of state is merely a formality and will not be withheld. It is also common, however, for the head of state not to be considered a formal part of the legislature, even if they have the power to veto laws. The British Parliament formally consists of the Crown, and two houses; similarly, the Irish Oireachtas consists officially of the President and two houses. In contrast, the United States Congress consists only of its two houses and does not officially include the US president, despite the fact that he wields a veto.

Competences

The power of legislatures varies widely from country to country. Rubber stamp legislature is a derogatory name for a legislature that has no real power but simply approves, by unanimous or near unanimous votes, bills put before it by other institutions. For example, the legislatures of many Communist states were often derided as mere 'rubber stamps' for decisions of the ruling party. The term is not usually used to describe legislatures of parliamentary systems. Although the final draft of legislation introduced by the government almost always passes, these legislatures are generally not labelled "rubber stamps" because legislators are involved in the drafting and amendment of bills.

Canada

Canada is the second largest country in the world in terms of area, extending from the Atlantic Ocean to the Pacific Ocean and northward into the Arctic Ocean with claims extending to the North Pole. The northern-most country on the mainland of North America, Canada has land borders only with the United States. Governed as a parliamentary democracy and constitutional monarchy, Canada is a federation of ten provinces with three territories. Initially constituted in 1867, the country's constitution was patriated in 1982 from the United Kingdom. Canada's head of state is its monarch, currently Queen Elizabeth II, who is represented in Canada by the Governor General, presently Michaëlle Jean. The head of government is the Prime Minister, currently Paul Martin; his minority government recently lost a vote of non-confidence in the Canadian House of Commons and asked for the dissolution of the Parliament by the Governor General, who then issued a Royal proclamation authorising the issue of election writs, and stating a federal election will take place on 2006 January 23. Canada's official languages are English and French. As of 2005, its official population estimate is approximately 32.4 million [http://www.statcan.ca/english/edu/clock/population.htm].

The capital city is Ottawa, Ontario, the seat of Canada's Parliament. The Governor General, the Prime Minister, the Leader of the Loyal Opposition, and the Speaker of the House of Commons have official residences in the National Capital Region.National Capital Region, Ontario.]] Originally a union of British colonies with significant French influence and entitled as a "dominion", Canada is a founding member of the United Nations, the Commonwealth of Nations, and La Francophonie. Canada defines itself as a bilingual and multicultural nation:
- English is the official (and majority) language in most provinces of Canada.
- French is the official language of Quebec, an official language of New Brunswick, and is spoken in various areas throughout the country.
- Several Aboriginal languages have official status in the Northwest Territories; Inuktitut is the majority language in Nunavut and has official status there. Canada is a technologically advanced and industrialized nation. It is a net exporter of energy because of its large fossil fuel deposits, nuclear energy generation, and hydroelectric power capacity. Its diversified economy relies heavily on an abundance of natural resources and trade, particularly with the United States, with which it has had a long and complex relationship. Canada has ten provinces and three territories: Canada's major cities that are not capital cities include Montreal, Quebec; Vancouver, British Columbia; and Calgary, Alberta.

Canada's name

The name Canada is believed to come from the Huron-Iroquois word kanata, which means "village" or "settlement". In 1535, locals used the word to tell Jacques Cartier the way to Stadacona, site of present-day Quebec City. Cartier used Canada to refer not only to Stadacona, but also to the entire area subject to Donnacona, Chief at Stadacona; by 1547, maps began referring to this and the surrounding area as Canada.

History

Aboriginal tradition holds that the First Peoples have inhabited parts of what is now called Canada since the dawn of time. Archaeological records show that these lands have been inhabited for at least 10,000 years. Several Viking expeditions occurred circa AD 1000, with evidence of settlement at L'Anse aux Meadows. British claims to North America date from 1497, when John Cabot reached what he called Newfoundland, though it is unclear whether Cabot landed in current Newfoundland, Nova Scotia, or Maine. French claims date from explorations by Jacques Cartier (from 1534) and Samuel de Champlain (from 1603). Neither Cabot's nor Cartier's explorations left any permanent settlers behind. On August 5, 1583, Sir Humphrey Gilbert claimed Newfoundland as England's first overseas colony under Royal Charter of Queen Elizabeth I. In 1604, French settlers were the first Europeans to settle permanently in what is now Canada. After an unsuccessful winter in St. Croix Island (today in Maine), they settled Port-Royal in what is now the Annapolis Valley in Nova Scotia, but moved to found Quebec City in 1608. The current Acadians are descendants of settlers who came later in the same century and re-founded Port-Royal. New France was generally the name given to the French colonies of Canada and Acadia (and later Louisiana).Louisiana, depicts British General Wolfe's final moments during the Battle of the Plains of Abraham in 1759.]] British settlements were established along the Atlantic seaboard and around Hudson Bay. As these colonies expanded, a struggle for control of North America took place between 1689 and 1763 (see French and Indian Wars), exacerbated by wars in Europe between France and Great Britain. France progressively lost territory to Great Britain, surrendering peninsular Nova Scotia in the 1713 Treaty of Utrecht and the remainder of New France including what was left of Acadia in the Treaty of Paris (1763). During and after the American Revolution approximately 70,000 [http://www.uelac.org/whatis.html] Loyalists fled the Thirteen Colonies. Of these, roughly 50,000 United Empire Loyalists [http://www.infoplease.com/ce6/history/A0850061.html] settled in the British North American colonies which then consisted of Newfoundland, Nova Scotia, the Province of Quebec, and Prince Edward Island (created 1769). To accommodate the Loyalists, Britain created the colony of New Brunswick in 1784 from part of Nova Scotia, and divided Quebec into Lower Canada and Upper Canada under the Constitutional Act of 1791. The War of 1812 began when the U.S. attacked British forces in Canada in an attempt to end British influence in North America (and particularly, the British seizures of American merchant ships in the Atlantic). In April 1813, U.S. forces burned York (now Toronto). The British/Canadians retaliated with the burning of Washington (DC) in a surprise attack in August 1814, but were subsequently turned back at Plattsburgh, Baltimore, and New Orleans. The Treaty of Ghent was signed in December 1814. It was only after the French and Napoleonic wars ended in Europe that large-scale immigration to Canada resumed. The Canadas were merged into a single colony, the United Province of Canada, with the Act of Union (1840) in an attempt to assimilate the French Canadians. Once the U.S. agreed to the 49th parallel north as its border with western British North America, the British government created the colonies of British Columbia in 1848 and Vancouver Island in 1849. By the late 1850s, politicians in the Province of Canada had launched a series of western exploratory expeditions with the intention of assuming control of Rupert's Land (administered by the Hudson's Bay Company) and the Arctic. In 1864 and 1866, British North American politicians, in what became known as the Great Coalition, held three conferences to create a federal union. Spearheaded by John A. Macdonald, on July 1, 1867, three colonies—Canada, Nova Scotia, and New Brunswick—were granted a constitution, the British North America Act, by the United Kingdom, creating the Dominion of Canada. The term "Canadian Confederation" refers to this 1867 unification of the provinces of Nova Scotia, New Brunswick, Quebec (formerly Canada East or Lower Canada), and Ontario (formerly Canada West or Upper Canada). The remaining British colonies and territories soon joined Confederation. By 1880 Canada included all of its present area except for Newfoundland and Labrador, which joined in 1949. (It should be noted that, although part of Canada, Alberta and Saskatchewan did not gain Provincial status until 1905.) Newfoundland and Labrador In 1919, Canada became a member of the League of Nations and, in the Imperial Conference of 1926, Canada assumed full control of its own through the Balfour Declaration. In 1927, Canada appointed its first ambassador to a foreign country, the United States. In 1931, the Statute of Westminster gave the Balfour Declaration constitutional force, confirming that no act of the UK's parliament would thereafter extend to Canada without its consent. Canadian citizenship was first distinguished from British in 1947; judicial appeals to the British Judicial Committee of the Privy Council ended in 1949. The power to amend Canada's constitution remained with the British parliament, although subject to the Statute of Westminster, until it was finally "patriated" to Canadian control by the Canada Act 1982. The Quebec sovereignty movement has led to two referendums held in 1980 and 1995, with votes of 59.6% and 50.6% respectively against its proposals for sovereignty-association. In 1997, the Supreme Court of Canada ruled unilateral secession by a province to be unconstitutional.

Geography

unconstitutionalCanada occupies the northern portion (precisely 41%) of North America. It is bordered to the south by the contiguous United States and to the northwest by Alaska. The length of these borders are 6,416 km (3,987 mi) and 2,477 km (1,539 mi), respectively. Off the southern coast of Newfoundland lies Saint-Pierre and Miquelon, an overseas community of France. The country stretches from the Atlantic Ocean in the east to the Pacific Ocean in the west (hence the country's motto). To the north lies the Arctic Ocean; Greenland is to the northeast. Since 1925, Canada has claimed the portion of the Arctic between 60° and 141° W longitude ([http://atlas.gc.ca/site/english/maps/historical/territorialevolution/1927/1]); this claim is not universally recognized. The northernmost settlement in Canada (and in the world) is Canadian Forces Station (CFS) Alert on the northern tip of Ellesmere Island – latitude 82.5° N – just 834 kilometres (518 mi) from the North Pole. Also, the magnetic North Pole lies within Canadian boundaries (although is moving towards Siberia). Canada is the world's second-largest country in total area, after Russia. Much of Canada lies in Arctic regions, however, and thus Canada has only the fourth-most arable land area behind Russia, China, and the U.S. The population density of 3.5 people per square kilometre (9.0/mi²) is among the lowest in the world: Canada has more land area than the U.S., but only one-ninth of its population. The most densely populated part of the country is the Quebec City-Windsor Axis in the east. To the north of this region is the broad Canadian Shield, an area of rock scoured clean by the last ice age, thinly soiled, rich in minerals, and dotted with lakes and rivers—over 60% of the world's lakes are in Canada. The Canadian Shield encircles the immense Hudson Bay, extending from Great Bear Lake in the Northwest Territories at its westernmost point, to the Atlantic coast in Labrador in the east. Newfoundland, North America's easternmost island if Greenland is excluded, is at the mouth of the Gulf of Saint Lawrence, the world's largest estuary. The Canadian Maritimes protrude eastward from the southern coasts of Quebec. New Brunswick and Nova Scotia are divided by the Bay of Fundy, which experiences the world's largest tidal variations. Prince Edward Island is Canada's smallest province. Prince Edward Island; at 5 959 m (19,551 ft), Canada's highest point and second highest in North America.]]West of Ontario, the broad, flat Canadian Prairies spread toward the Rocky Mountains, which separate them from British Columbia. Northern Canadian vegetation tapers from coniferous forests to tundra and finally to Arctic barrens in the far north. The northern Canadian mainland is ringed with a vast archipelago containing some of the world's largest islands. Some specific geographical features of note include the world's largest freshwater island, Manitoulin Island, which divides Georgian Bay and Lake Huron and the world's longest freshwater beach, Wasaga Beach, on the Georgian Bay shoreline. Thanks to past glacial activity in the Canadian Shield, Canada boasts a considerable reserve of fresh water and more lakes than any other nation, roughly two million in all, the overwhelming majority of which are relatively small.

Climate

Canada has a reputation for cold temperatures in the winter months. Winters can be harsh in many regions of the country, particularly in the Prairie Provinces. Temperatures can reach lows of -50°C (-58°F) in the far North however, such low temperatures are not the norm; the record coldest temperature in North America was -63°C (-81°F), at Snag, Yukon, in 1947. Coastal British Columbia is an exception: it enjoys a temperate climate with much milder winters than the rest of the country however, rainy winters are common. Summers in Canada range from mild (low 20s Celsius [70°F]) on the east and west coasts, to hot (mid 20s to low 30s Celsius [75-90°F]) in Central Canada, the Prairies and the intermontane regions of British Columbia. The highest recorded temperature in Canada was 45°C (113°F) at both Midale and Yellow Grass in Saskatchewan on July 5, 1937. Politics

1937] Canada's head of state is the monarch, currently Her Majesty Queen Elizabeth II and commonly referred to as the Queen of Canada. However, the day-to-day duties of head of state are exercised by the Governor General, who is generally a retired politician, military leader, or other notable Canadian; the current Governor General is Michaëlle Jean. All government authority is derived from the monarch, and executive power is wielded by the Prime Minister of Canada and the cabinet. The Governor General is formally appointed by the Queen on the advice of the Prime Minister and is a non-partisan figure who fulfils many ceremonial and symbolic roles including providing Royal Assent to bills, reading the Speech from the Throne, officially welcoming dignitaries of foreign countries, presenting honours such as the Order of Canada, signing state documents, formally opening and ending sessions of Parliament, and dissolving Parliament for an election. The Governor General is also the titular Commander-in-Chief of the Canadian Armed Forces. The position of Governor General also beholds considerable reserve powers, but these have been rarely used. The last to do so was Jeanne Sauvé, who ignored the National Capital Commission and closed the grounds of Rideau Hall in the late 1980s; the most famous use of the Governor General's extraordinary powers was during the King-Byng Affair in 1926. Canada's constitution governs the legal framework of the country and consists of [http://lois.justice.gc.ca/en/const/index.html written text] and unwritten traditions and conventions (see Westminster system). The federal government and the governments of nine provinces agreed to the patriation of the constitution, with procedures for amending it, at a meeting of First Ministers in November 1981. The Quebec government did not agree to the changes, and Quebec nationalists refer to that night as the Night of the Long Knives. The patriation of the Constitution included the adoption of the Canadian Charter of Rights and Freedoms, which guarantees basic rights and freedoms for Canadians that, generally, cannot be overridden by legislation of any level of government in Canada. It contains, however, a "notwithstanding clause", which allows the federal parliament and the provincial legislatures the power to override other sections of the Charter temporarily, for a period of five years. notwithstanding clause]]The position of Prime Minister, Canada's head of government, in practice belongs to the leader of the political party who can command a majority in the House of Commons. The Prime Minister and his or her cabinet are formally appointed by the Governor General; however, the Prime Minister effectively chooses the cabinet and the Governor General, by convention, has to appoint the Prime Minister's desired choices. The Cabinet is drawn, by convention, from members of the prime minister's party in both legislative houses, though mostly from the Commons. Executive power is exercised by the prime minister and cabinet, all of whom are sworn into the Privy Council of Canada and become ministers of the Crown. The Prime Minister exercises a great deal of individual political power, especially in terms of the appointment of other officials within the government and civil service. The legislative branch of government has two houses: the elected House of Commons and the appointed Senate. Each member in the Commons is elected by simple plurality in one electoral district or "riding"; general elections are called by the Governor General when the prime minister so advises, and must occur every five years or less. Members of the Senate, whose seats are apportioned on a regional basis, are chosen by the prime minister and formally appointed by the Governor General, and serve until age 75. electoral district]]Canada has four main political parties today. The traditionally centrist / left-of-centre Liberal Party of Canada formed the government in Canada for most of the 20th century, and is the party of the current Prime Minister Paul Martin. The only other party to have formed a government is the now-defunct, right-of-centre Progressive Conservative (PC) Party and its predecessor, the Conservative Party, which was the dominant political party in the 19th century. The PC Party merged with the Canadian Alliance to form a new rightist Conservative Party of Canada in December 2003. The New Democratic Party (NDP) is the major party furthest to the political left. The Bloc Québécois promotes Quebec independence from Canada and currently holds a majority of Quebec's seats in the Commons. There are many smaller parties and, while none have current representation in Parliament, the list of historical parties with elected representation is substantial. Canada's judiciary plays an important role in interpreting laws and has the power to strike down laws that violate the constitution. The Supreme Court of Canada is the highest court and final arbiter; its nine members are directly appointed by Cabinet. All judges at the superior and appellate levels are selected and appointed by the federal government, after consultation with non-governmental legal bodies. The federal cabinet also appoints justices to superior courts at the provincial and territorial levels. Judicial posts at the lower provincial and territorial levels are filled by their respective governments (see Court system of Canada for more detail). Common law prevails everywhere except in Quebec, where civil law predominates. Criminal law is solely a federal responsibility and is uniform throughout Canada. Law enforcement, including criminal courts, is a provincial responsibility, but in most provinces policing is contracted to the Royal Canadian Mounted Police (RCMP). The RCMP is one of few police forces in the world to perform three different levels of enforcement: municipal, provincial, and federal.

Foreign relations

Canada has a close relationship with the United States, sharing the world's longest undefended border, co-operating on some military campaigns and exercises, and being each other's largest trading partners. Canada also shares a history and long relationship with the United Kingdom as its "mother country". United Kingdom.]] In the last century, Canada has been an advocate for multilateralism, making efforts to reach out to the rest of the world and promoting itself as a "middle power" able to work with large and small nations alike. This was clearly demonstrated during the Suez Crisis when Lester B. Pearson mollified the tension by introducing the idea of peacekeeping and the inception of the United Nations Peacekeeping Force. In 1957, Pearson was the recipient of the Nobel Peace Prize. In that spirit, Canada developed and has tried to maintain a leading role in UN peacekeeping efforts. Canada has cumulatively contributed more troops to peacekeeping operations worldwide than all other nations combined and currently serves in over 40 different peacekeeping missions, most recently in Afghanistan. Canada has contributed in some way to all UN peacekeeping missions. Canada is a member of the United Nations, Commonwealth of Nations, La Francophonie, the Organization of American States (OAS), North Atlantic Treaty Organization (NATO), the Organization for Economic Co-operation and Development (OECD), the North American Free Trade Agreement (NAFTA), the World Trade Organization, the G8, and Asia-Pacific Economic Cooperation (APEC).

Military

Asia-Pacific Economic CooperationA founding member of the NATO alliance, Canada currently employs about 62,000 regular and 26,000 reserve military personnel.[http://www.forces.gc.ca/site/about/family_e.asp] The unified Canadian Forces (CF) are comprised of army, navy, and air force branches. Major CF equipment deployed includes 2,400 armoured fighting vehicles, 34 combat vessels, and 140 combat aircraft. Defence is an exclusive federal jurisdiction: defence spending in fiscal year 2004-5 was approximately $14 billion.[http://www.vcds.forces.gc.ca/dgsp/pubs/rep-pub/ddm/rpp/rpp05-06/sec3c_e.asp] However, in the 2005 federal budget, the Liberal government allocated an additional $12.8 billion over five years to the armed forces, and committed to increasing troop levels by an additional 8,000 regular and reserve personnel over the same period.[http://www.fin.gc.ca/budget05/speech/speeche.htm] Canadian forces have served in various wars including World War I, World War II, the Korean War and recently, in Afghanistan. Since Lester B. Pearson proposed the first UN peacekeeping force in 1956, the Canadian Forces have served in 42 peacekeeping missions — more than any other country. Canada was also the prime destination of American draft dodgers during the Vietnam War. These factors – along with its comparatively low level of military spending, other positions such as nuclear non-proliferation, and an international treaty banning personnel land mine usage – have led to Canada sometimes being referred to as a pacifist country. Battles significantly contributing to Canada's development and self-identity include the Battle of Vimy Ridge, the Second Battle of Ypres, the Third Battle of Ypres, and Juno Beach. Currently, CF personnel are involved in the NATO mission in Afghanistan. Smaller missions are also taking place in Haiti and Kosovo. Canada's Disaster Assistance Response Team (DART) has participated in two relief operations in the last year. The two-hundred member relief crew helped in Southeast Asia after the December 2004 tsunami, and DART was also deployed in response to the devastating earthquake that struck the Kashmir region in South Asia in October 2005. Moreover, CF (and RCMP) personnel recently assisted in Hurricane Katrina relief efforts.

Provinces and territories of Canada

Canada is composed of ten provinces and three territories. The provinces have a large degree of autonomy from the federal government, the territories somewhat less. Each has its own provincial or territorial symbols. The provinces are responsible for most of Canada's social programs (such as health care, education, and welfare) and together collect more revenue than the federal government, an almost unique structure among federations in the world. The federal government can initiate national policies that the provinces can opt out of, but this rarely happens in practice. Equalization payments are made by the federal government to ensure that reasonably uniform standards of services and taxation are kept between the richer and poorer provinces. All provinces have unicameral, elected legislatures headed by a Premier selected in the same way as the Prime Minister of Canada. Each province also has a Lieutenant-Governor representing the Queen, analogous to the Governor General of Canada, appointed on the recommendation of the Prime Minister of Canada, though with increasing levels of consultation with provincial governments in recent years. Lieutenant-Governor.]] Most provinces have provincial counterparts to the three national federal parties. However, some provincial parties are not formally linked to the federal parties that share the same name. Some provinces have regional political parties, such as the Saskatchewan Party. The provincial political climate of Quebec is quite different: the main split is between separatism, represented by the Parti Québécois, and federalism, represented by the Parti Libéral du Québec. The three territories have fewer political powers than provinces, having been created by acts of the national Parliament rather than having their status enshrined in the Constitution. There is no lieutenant-governor to represent and fulfil the functions of the Queen, but each has a politically neutral Commissioner appointed by the federal government to act as its senior representative. Only Yukon's legislature follows the same political system as the provincial legislatures. The other two territories use a consensus government system in which each member runs as an independent and the premier is elected by and from the members. There is also interest within Canada and the Turks and Caicos Islands, an overseas UK territory in the Caribbean, for the latter to enter into Confederation.

Economy

In the last century, the impressive growth of the manufacturing, mining, and service sectors has transformed the nation from a largely rural economy into one primarily industrial and urban. Canada has vast deposits of natural gas on the east coast and in the west, and a plethora of other natural resources contributing to self-sufficiency in energy. The 1989 Canada-U.S. Free Trade Agreement (FTA) and 1994 North American Free Trade Agreement (NAFTA) (which included Mexico) touched off a dramatic increase in trade and economic integration with the U.S. Since 2001, Canada has successfully avoided economic recession and has maintained the best overall economic performance in the G8. Two long-term concerns loom. One is the continuing political differences over the Constitution between Quebec and the rest of Canada, periodically raising the possibility of Quebec independence. As the economy becomes stronger, notably in Quebec, fears of separation have generally waned. Another concern is the "Brain Drain", the emigration of professionals to the U.S. in search of higher pay, lower taxes, and high-tech opportunities. Demographics

The 2001 national census recorded 30,007,094 people, and as of October 2005 the population has been estimated by Statistics Canada as 32.3 million people[http://www.statcan.ca/english/edu/clock/population.htm], an increase of some 2.3 million people by both immigration and natural growth. About three-quarters of Canada's population live within 150 km of the U.S. border, and a similar proportion live in urban areas. In the 2001 census, 39.42% of respondents reported their ethnic origins as "Canadian", most of whom are believed to be of British, Irish, and French heritage of earlier immigrants. In addition, 20.17% identified their origin as English, 15.75% as French, 14.03% as Scottish, and 12.90% as Irish. Numerous other groups were also reported. Ethnic origins reported by more than 1 million people included: German (9.25%), Italian (4.29%), Chinese (3.69%), Ukrainian (3.61%) and North American Indian (3.38%). Close to four million people reported they were members of a visible minority, amounting to 13.44% of the total population. (Note that Aboriginal peoples are not considered visible minorities). Also, the 2001 census reported that Canada had 5,448,480 immigrants.
